Dear Kxxxx,
Thank you for contacting me with your concerns about possible
reinstitution of the military draft. I appreciate hearing from you.
As you may know, the United States has not drafted any soldiers since
the end of U.S. involvement in the Vietnam War in 1973. Since that date
our country has transitioned to an all-volunteer force that has become
the finest in the world. Our highly motivated, well-paid force consists
solely of men and women who freely choose to serve our country, a
quality that history has shown to be far preferable to a mass army of
unmotivated conscripts.
The United States does, however, maintain a Selected Service system
able to reinstate the draft should a mass national emergency demand it. As
you may know, Representative Charles Rangel from New York has
introduced legislation, H.R. 163, which would reinstate the draft. It should
not be surprising that this idea has received some attention lately, due
to continued military action in Iraq and Afghanistan. However, I
believe that resumption of a draft must be reserved for the last resort in
an extreme national emergency. You can be confident that I will
continue to support maintaining a powerful, all-volunteer military.
